Strategic Development of Technology Innovation in the GBA-The Collaboration of Shenzhen and Hong Kong leads in the future

The Chinese State Council recently released the “Development Plan for Shenzhen Park in the Hetao Deep-Hong Kong Science and Technology Innovation Cooperation Zone.” This plan aims to enhance the development of the Greater Bay Area and foster collaboration between Shenzhen and Hong Kong in technology innovation, establishing an international innovation and technology center in the Guangdong-Hong Kong-Macao Greater Bay Area.
By 2025, the plan envisions a cooperation mechanism for technology innovation between Shenzhen and Hong Kong. Additionally, the redevelopment of the Huanggang Port will be completed, enabling seamless cross-border infrastructure and introducing innovative customs clearance and inspection procedures. The regulatory model in Shenzhen Park will mature, facilitating resource flow, innovation chain integration, and communication with Hong Kong Park.
Furthermore, a comprehensive and scientific research management system will be established to foster connections with Hong Kong and international stakeholders. This initiative aims to attract prominent key laboratories, exceptional research centers, and top-tier corporate R&D facilities from Hong Kong and worldwide, leading to significant advancements. By 2035, a fully realized collaborative innovation ecosystem with Hong Kong Park will position the region at the forefront of international technological innovation. This will drive the orderly and efficient movement across borders with innovative elements, cultivate world-class innovation hubs and state-of-the-art corporate R&D centers, and establish the area as a globally recognized research hub. It will substantially support the development of the Guangzhou-Shenzhen-Hong Kong Science and Technology Innovation Corridor, the international science and technology innovation center within the Guangdong-Hong Kong-Macao Greater Bay Area.
Moreover, the construction of the Hetao West 132kV Substation incorporates environmentally friendly architectural elements, integrating green concepts and modern design into the surrounding innovation ecosystem. This project has been honored with the “Asia’s Best Power Transmission and Distribution Project Gold Award” at the 2022 Asian Power Awards.
Implementing this plan will strengthen technology innovation cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area, facilitate the conversion of scientific and technological achievements into industrial applications, attract high-caliber talent, and foster the cross-border flow of innovative elements. It will provide favorable support for the high-quality development of the Greater Bay Area.
