Three-Region One-Lock Scheme: Driving Economic and Trade Development and Logistics Business Opportunities

The Three-Region One-Lock Scheme for the Guangdong-Hong Kong-Macao Greater Bay Area has been launched with the aim of fostering economic and trade growth and creating new prospects in the logistics industry.

On March 8th, the Three-Region One-Lock Scheme for the Guangdong-Hong Kong-Macao Greater Bay Area was officially inaugurated. The initial batch of goods successfully traversed the Hong Kong-Zhuhai-Macao Bridge and entered the customs clearance point in Macao.

In 2016, Guangdong and Hong Kong Customs introduced the Cross-Border One-Lock Plan to streamline customs procedures between the two regions. Subsequently, in 2020, Mainland China and Macao Customs launched the Guangdong-Macao Customs Cross-Border One-Lock Plan. By utilizing electronic locks and global positioning systems to enable comprehensive monitoring of vehicles and their cargo throughout the import and export process, this initiative significantly reduces the need for redundant customs inspections.

In 2024, seeking to further enhance the efficient and seamless flow of various resources within the Greater Bay Area, the customs authorities of Guangdong, Hong Kong, and Macao have deepened their collaboration and upgraded the existing Cross-Border One-Lock project between Guangdong-Hong Kong and Guangdong-Macao Customs into the Three-Region One-Lock Scheme. This scheme establishes direct cross-border connectivity between Hong Kong and Macao via the Hong Kong port of the Hong Kong-Zhuhai-Macao Bridge, streamlining the customs inspection process.

Under the Three-Region One-Lock Scheme, the customs authorities of Guangdong, Hong Kong, and Macao employ electronic locks and global positioning systems to enable real-time monitoring of goods. This enables transportation vehicles to directly access Macao through the Hong Kong port of the Hong Kong-Zhuhai-Macao Bridge, eliminating the need for repetitive customs inspections.

The Three-Region One-Lock Scheme can be further expanded to establish additional customs clearance points nationwide, leveraging Hong Kong’s well-developed air, land, and sea transportation network to provide enhanced convenience to the industry.

By successfully integrating the three regions through this scheme, in tandem with the rapid development of the Guangdong-Hong Kong-Macao Greater Bay Area, this groundbreaking green logistics channel has enhanced customs efficiency and unlocked boundless business opportunities in the logistics industry. Simultaneously, the scheme propels economic and trade development while reinforcing Hong Kong’s preeminent position as an international logistics hub.
